Justice Nongmeikapam Kotiswar Singh was born on March 1, 1963, in Imphal, the capital of Manipur — a state renowned for its rich cultural heritage, handloom traditions, and resilient communities nestled in the northeastern frontier of India.
He completed his schooling in West Bengal before moving to Delhi for higher education. He earned his B.A. (Honours) in Political Science from Kirori Mal College, Delhi University, and then obtained his LL.B. degree from the prestigious Campus Law Centre, Law Faculty, Delhi University.
Following his enrollment as an advocate in 1988, he began his legal career at the Gauhati High Court, Imphal Bench. His sharp legal acumen and deep understanding of constitutional principles quickly earned him recognition. In 2006, the Gauhati High Court designated him as a Senior Advocate — a distinction reserved for advocates of outstanding ability and standing.
In 2007, he was appointed as the Advocate General of Manipur, serving as the chief legal advisor to the State Government. This role placed him at the intersection of law and governance, shaping his understanding of administrative and constitutional matters.
